 ts in relativistic hydrodynamic simulations\, theoretical studies of the Q
 CD critical point\, lattice QCD\, and heavy-ion experiments to advance the
  experimental search for the QCD critical point. Recent results on the pro
 ton number fluctuations from the RHIC Beam Energy Scan indicate qualitativ
 ely consistent behavior with expectations based on equilibrium critical be
 havior\, motivating the need for a more quantitative and dynamical underst
 anding. The workshop focuses on practical and interdisciplinary discussion
 s\, including the implementation of equations of state incorporating the Q
 CD critical point in hydrodynamic simulations\, the role of non-equilibriu
 m effects in hydrodynamic evolution\, and the identification of observable
 s complementary to fluctuation measurements. By fostering close interactio
 n across theory\, phenomenology\, and experiment\, the workshop seeks to c
 larify open issues and initiate concrete collaborations toward exploring c
 ritical phenomena in non-equilibrium heavy-ion collisions.\n\nDate and Ven
